Background
Paul Theodore Hellyer was born August 6, 1923, on a farm near Waterford, Ontario. He studied aeronautical engineering at the Curtiss-Wright Technical Institute in California, graduating in 1941, and earned a private pilot's licence. During World War II he worked at Fleet Aircraft building training planes and later served as a gunner in the Royal Canadian Artillery. He completed a Bachelor of Arts at the University of Toronto in 1949.
Hellyer entered federal politics in the 1949 election, winning the Davenport riding as a Liberal at age 25, the youngest MP at the time. He served as Parliamentary Assistant to the Minister of National Defence in 1956 and briefly as Associate Minister in 1957 before losing his seat. He returned to Parliament in 1958 representing Trinity and remained until 1974.
Appointed Minister of National Defence in 1963 under Prime Minister Lester B. Pearson, Hellyer led the controversial unification of the Royal Canadian Navy, Army and Air Force into a single Canadian Forces structure effective 1968. He also managed Canada's adoption of nuclear weapons during his tenure.
Hellyer served as Minister of Transport from 1967 to 1969 under Prime Minister Pierre Trudeau and received the title of Senior Minister in 1968. He resigned from cabinet in 1969 over policy disagreements on housing and later left the Liberal Party.
After leaving elected office, Hellyer founded the Canadian Action Party in 1997 and advocated monetary reform and opposition to globalization. He wrote multiple books on economics and politics before shifting focus to UFO topics around 2005.
In later years Hellyer stated he had seen UFO reports as Defence Minister but lacked time to investigate. He began public advocacy in 2005, claiming personal UFO sightings and calling for governments to release suppressed alien technology to combat climate change.
At the 2013 Citizen Hearing on Disclosure, Hellyer testified that Tall White aliens operated with the US Air Force in Nevada since the 1950s, exchanging advanced technology for base access rights, and referenced accounts from Charles Hall. He repeated similar claims in a 2014 RT interview about multiple visiting species.
Hellyer detailed his views in the 2018 autobiography 'Hope Restored', linking extraterrestrial presence to broader geopolitical and environmental issues. He maintained these positions consistently until his death without financial or ongoing political incentives.
Hellyer died August 8, 2021, in Toronto at age 98 from complications of a June 2021 fall. He was the longest-serving member of the Queen's Privy Council at the time.
Legacy
Paul Hellyer died on August 8, 2021, in Toronto from complications of a fall sustained in June of that year.
He remains cited in UFO disclosure discussions as the highest-ranking former G8 government official to make public claims about extraterrestrial technology agreements.
